Key Change Token (KCT) in Accordance with NERC Guidelines

Under the Nigerian Electricity Regulatory Commission (NERC) metering framework, a Key Change Token (KCT) is a mandatory security token issued for prepaid electricity meters to update or replace the meter’s encryption keys. It is applied when there is a change in meter ownership, customer account, Distribution Company, vending platform, or following meter replacement or reconfiguration. In line with NERC guidelines, the KCT:
  • Ensures secure synchronization between the prepaid meter and the Distribution Company’s vending system
  • Prevents unauthorized vending, energy theft, and meter tampering
  • Enables continuity of electricity supply and uninterrupted token purchase after system or meter changes
KCTs are generated and issued only by authorized Distribution Companies or their approved Meter Asset Providers (MAPs) and must be implemented in compliance with the NERC Metering Code, Credited Advance Payment for Metering Implementation (CAPMI) legacy provisions, and the MAP Regulations. Customers are required to apply and load the KCT as instructed to maintain meter functionality. Failure to apply a valid KCT may result in the inability to vend electricity until compliance is achieved.
    1. Buy a token with your meter number to get your KCT1 and KCT2 numbers ( a minimum of #1,000.)
      • You would receive a 60 digits number, each 30 by count, before the token
    2. How to enter KCTs:
      • Enter KCT1 and press enter.
      • Enter KCT2 and press enter (it will return accepted or successful)
      • Enter the recharge token. Once the token enters then know that your meter has been upgraded.
    3. If KCTs were generated but lost please visit any of First power District Offices Customer Care Centers to retrieve your KCTs.
    4. If the KCTs and the token returns error visit any of FPEDL offices for further assistance.
